It is the importer’s responsibility to identify and to ensure it has complied with, all requirements of any other regulatory and advisory bodies prior to and after importation including the Australian Customs Service, Therapeutic Goods Administration, Department of Health and Ageing, Department of the Environment, Water, Heritage and the Arts, Australian Pesticides & Veterinary Medicines Authority and any State agencies such as Departments of Agriculture and Health and Environmental Protection authorities.

Importers should note that this list is not exhaustive. Importers should also note that all foods imported into Australia must comply with the provisions of the Imported Food Control Act 1992 , an Act which is administered by AQIS.

Notification of the import must be provided to AQIS for all imported goods other than goods imported as accompanied baggage or goods imported via the mail and not prescribed under the Customs Act 1901. Notification must be consistent with Quarantine Regulations 2000 (examples include a Quarantine Entry or a Quarantine declaration).


Condition  C8641 A Quarantine Entry is required for all consignments except those which are imported as non-commercial consignments by mail or those which are imported as personal consignments- passenger's accompanied baggage

Non-Commercial

1. An Import Permit is not required.

2. Personal consignments of commercially prepared, processed and packaged bee products are subject to inspection of packaging only.  If not commercially prepared and packaged, or if described as unprocessed then the bee products must be inspected to verify freedom from contamination with bees, parasites, and plant material.

3. All other conditions under the Commercial section apply.

Commercial

1. An Import Permit is not required for bee products (excluding honey and pollen) –honey comb, royal jelly, propolis, beeswax and bee venom that are pure and free from extraneous matter.

2. Unprocessed beeswax must be accompanied by a manufacturer’s declaration stating that the beeswax has been melted and clarified. Commercially manufactured consignments of beeswax and beeswax products (eg. candles, furniture polish, surfwax and beeswax foundation products) do not require a manufacturer’s declaration or inspection.

3. Where consignments of unprocessed beeswax are not covered by a valid manufacturer’s declaration or the manufacturer’s declaration does not state that the unprocessed beeswax has been melted and clarified, an Import Permit is required. Permit applications must be sent to the Biological Imports Program for assessment. If the importer chooses not to apply for an Import Permit, the consignment must be re-exported or destroyed at the importer’s expense.

4. Unprocessed product is subject to mandatory inspection on arrival to ensure freedom from bees (dead or alive), bee parasites, plant material and other debris.

5. If contamination is found (e.g. bees (dead or alive), bee parasites, plant material, etc), the importer must apply for an Import Permit. Permit applications must be sent to the Biological Imports Program for assessment. Permit conditions will direct the consignment to a Quarantine Approved Premises (QAP) for further processing and collection of commercial waste for disposal. If the importer chooses not to apply for an Import Permit, the consignment must be re-exported or destroyed at the importer’s expense.

6. Western Australia currently has a higher quarantine status with respect to bees. As such, product imported into Western Australia must meet WA State quarantine entry requirements. Importers should contact Western Australia Agriculture Department on 08 9368 3535 or AQIS Western Australia on 08 9334 1504.

7. Passengers arriving at ports outside of Western Australia should be aware that Western Australia has State quarantine entry requirements should they intend taking the material into Western Australia.

8. Importers should be aware of the need for care in the disposal of discarded honey and of any legal obligations with respect to disposal. This includes disposal of containers. In all cases, disposal should be done in a manner that mitigates robbing by bees with consequent risks of spread of disease. Certain States have legal requirements covering disposal.

AQIS minimum documentary requirements to support assessment of all documentation 

All documentation presented to AQIS as part of the import process must meet the requirements of the Minimum Documentary Requirements Policy. These requirements include:

  1. Overarching Requirements (e.g. legible, in English, signed, dated, linked to the consignment);
  2. Document Format Requirements (e.g. as per nationally accepted practice and standards, or on company letterhead); and
  3. Prescribed Information Requirements (e.g. treatment certificates must include a description of the goods/packaging treated)

AQIS information requirements to support assessment of non-commodity concerns associated with imported cargo

All documentation presented to AQIS to assist in determining the level of quarantine risk posed by transportation pathways and packaging must meet the requirements of the Non-Commodity Information Requirements Policy. These requirements address:

  1. Container cleanliness;
  2. Packaging concerns (e.g. presence of timber or prohibited packaging material); and
  3. Destination concerns (e.g. destined for a rural unpack location).
