It is the importer’s responsibility to identify and to ensure it has complied with, all requirements of any other regulatory and advisory bodies prior to and after importation including the Australian Customs Service, Therapeutic Goods Administration, Department of Health and Ageing, Department of the Environment, Water, Heritage and the Arts, Australian Pesticides & Veterinary Medicines Authority and any State agencies such as Departments of Agriculture and Health and Environmental Protection authorities. Importers should note that this list is not exhaustive. Importers should also note that all foods imported into Australia must comply with the provisions of the Imported Food Control Act 1992 , an Act which is administered by AQIS. Notification of the import must be provided to AQIS for all imported goods other than goods imported as accompanied baggage or goods imported via the mail and not prescribed under the Customs Act 1901. Notification must be consistent with Quarantine Regulations 2000 (examples include a Quarantine Entry or a Quarantine declaration). |

The classification of machinery as 'not used in a rural context or in contact with soil' is at AQIS's discretion. For the purposes of these import conditions, ‘clean’ is regarded to be ‘as clean as new’. Non-Commercial 1. A Quarantine Entry is not required. 2. All other conditions under the Commercial section apply. Commercial 1. An Import Permit is not required. 2. A Quarantine Entry must be lodged for each consignment. 3. Each consignment should be accompanied by a valid declaration from the exporter stating that: ‘the machinery has been cleaned and is free of contamination’. If the consignment only contains machinery body panels then this should be mentioned on the declaration. 4. Each consignment must be free of soil, mud, live insects, plant and
animal debris and other quarantine risk material before arrival in 5. All water reservoirs (excluding engine radiators and water used as ballast in tyres) in the machinery must be emptied prior to arrival (e.g. windscreen-cleaning reservoirs). 6. Any packaging used with the consignment must be clean and new. 7. Containers, timber packing, pallets or dunnage associated with the consignment will be subject to inspection and treatment on arrival, unless certified as having been treated by an AQIS approved method. (Refer to the AQIS publication ‘Cargo Containers: Quarantine aspects and procedures’). 8. Break bulk consignments will be subject to a verification inspection on the wharf of discharge to ensure that the consignment is free of quarantine risk material. Consignments will be verified to ensure that any contamination can be contained during movement to a metropolitan Quarantine approved premises for full inspection. 9. Full container load (FCL) consignments of machinery body panels that are accompanied by an acceptable cleanliness declaration may be directed for a tailgate verification at a metropolitan Quarantine approved premises. This verification is to determine that the container only contains body panels and that there is no evidence of soil contamination. 10. All other containerised and airfreight consignments will be subject to a full unpack and inspection at a metropolitan Quarantine approved premises to ensure that the consignment is free of quarantine risk material. 11. Machinery is generally complex by design and thus prevents access to all possible sites of contamination. Importers are responsible for arranging either partial or full dismantling to allow access to all possible sites of contamination. Machinery will remain under quarantine until the quarantine officer is completely satisfied that all sites of possible contamination have been thoroughly examined. 12. After inspection, all machinery and spare parts that are completely clean can be released from quarantine. 13. If the machinery or spare parts are contaminated with low levels of quarantine risk material they will be subject to treatment using steam cleaning (T9914), high pressure cleaning (T9988), disinfecting (T9952) or vacuuming (T9923). Consignments will be re-inspected by a quarantine officer following treatment. 14. Consignments that are found to be unacceptably contaminated will not be allowed entry and will be re-exported. 15. If live insects are found during the inspection they will be identified by an AQIS entomologist and the consignment will be treated by an AQIS approved method. If the water reservoirs (excluding engine radiators and water used as ballast in tyres) were not emptied prior to arrival they will be subject to the following: a) water collection points will be treated with
residual surface spray (T9984); 16. If there are more than 8 spare tyres imported with any vehicle an Import Permit will be required, refer to the ICON commodity ‘Tyres and retreads (including oversize tyres) - Used and not on rims’ or ‘Tyres and retreads (including oversize tyres) - Used and on rims’. Note: Importers should be aware that all costs associated with quarantine inspections, storage of goods, or treatments as directed by AQIS, will be at the importer’s expense. |

Cracked tyres have the risk of containing quarantine risk material (QRM). It is the importers responsibility to ensure that tyres are imported free from QRM and if contamination is found appropriate actions (remedial cleaning or possible re-export) will be required. This requirement applies to all used tyres imported either on machines or loose.

AQIS Offshore Inspections 1. For the importation of large consignments of used vehicles such as rally cars, AQIS offers an offshore inspection service. 2. AQIS offshore inspection services are designed
to significantly minimise the quarantine clearance regime for large
consignments on arrival in 3. An offshore inspection provides the
importer with an opportunity to correct any potential problems and ensure that
the vehicle is in compliance with AQIS cleaning standards prior to arrival in 4. An offshore inspection does not automatically

Residual Pyrethroid Surface Spray The surface to be treated must have no free water droplets on it. The insecticidal spray must be applied to the surface to be treated so that the insecticide is forming small beads and up to but not past the stage where droplets start to run together and run off vertical surfaces. The spray must be completely dried before the goods are released. Treatment must be carried out in the presence of a quarantine officer. Residual pyrethroid surface spray can be purchased at supermarkets and similar outlets. |
