It is the importer’s responsibility to identify and to ensure it has complied with, all requirements of any other regulatory and advisory bodies prior to and after importation including the Australian Customs Service, Therapeutic Goods Administration, Department of Health and Ageing, Department of the Environment, Water, Heritage and the Arts, Australian Pesticides & Veterinary Medicines Authority and any State agencies such as Departments of Agriculture and Health and Environmental Protection authorities.

Importers should note that this list is not exhaustive. Importers should also note that all foods imported into Australia must comply with the provisions of the Imported Food Control Act 1992 , an Act which is administered by AQIS.

Notification of the import must be provided to AQIS for all imported goods other than goods imported as accompanied baggage or goods imported via the mail and not prescribed under the Customs Act 1901. Notification must be consistent with Quarantine Regulations 2000 (examples include a Quarantine Entry or a Quarantine declaration).


Condition  C8951 INSPECTION REQUIREMENTS

Non-Commercial

1. The conditions under the Commercial section apply.

Commercial

1. An Import Permit is required and must be valid at the time the goods are imported into Australia. Permit applications may be sent to the Machinery and Military National Coordination Centre in Brisbane for assessment.

2. A Quarantine Entry must be lodged for each consignment.

3. Each consignment must be accompanied by a valid declaration from the exporter stating that ‘the machinery has been cleaned and is free of contamination’.

4. Each consignment must be free of soil, mud, live insects, plant and animal debris and other quarantine risk material before arrival in Australia. Important points to check are:

a) between dual wheels/rims, muffler surrounds, wheel guards and mud guards;
b) spare tyres, toolbox, tracks and track frames;
c) turret pivot areas and axle beams;
d) engine bays where grease and oil stains may accumulate soil, seeds and plant matter in the residue;
e) radiators;
f) the underside of the machinery (guards and belly plates should be removed for cleaning);
g) hollows, crevices and exposed welded plates;
h) the interior of the cab.

5. All water reservoirs (excluding engine radiators and water used as ballast in tyres) in the machinery must be emptied prior to arrival (e.g. windscreen-cleaning reservoirs and any other water collection points).

6. Any packaging used with the consignment must be clean and new.

7. Containers, timber packing, pallets or dunnage associated with the consignment will be subject to inspection and treatment on arrival, unless certified as having been treated by an AQIS approved method. (Refer to the AQIS publication ‘Cargo Containers: Quarantine aspects and procedures’).

8. Break bulk consignments will be subject to a verification inspection on the wharf of discharge to ensure that the consignment is free of quarantine risk material. Consignments will be verified to ensure that any contamination can be contained during movement to a metropolitan Quarantine approved premises for full inspection.

9. All consignments will be subject to a full unpack and inspection at a metropolitan Quarantine approved premises to ensure that the consignment is free of quarantine risk material.

10. Machinery is generally complex by design and thus prevents access to all possible sites of contamination. Importers are responsible for arranging either partial or full dismantling to allow access to all possible sites of contamination. Machinery will remain under quarantine until the quarantine officer is completely satisfied that all sites of possible contamination have been thoroughly examined.

11. After inspection, all consignments are to undergo a mandatory steam cleaning (T9914) or high pressure cleaning (T9988) at a metropolitan Quarantine approved premises (QAP).

12. After steam cleaning or high pressure cleaning, all machinery and spare parts that are completely clean can be released from quarantine.

13. If the machinery or spare parts are contaminated with low levels of quarantine risk material they will be subject to steam cleaning (T9914), high pressure cleaning (T9988), disinfection (T9952) or vacuuming (T9923). Consignments will be re-inspected by a quarantine officer following treatment.

14. Consignments that are found to be unacceptably contaminated will not be allowed entry and will be re-exported.

15. If live insects are found during the inspection they will be identified by an AQIS entomologist and the consignment will be treated by an AQIS approved method.

16. If the water reservoirs (excluding engine radiators and water used as ballast in tyres) were not emptied prior to arrival will be:

a) water collection points will be treated using a treatment with residual surface spray (T9984);
b) water-holding bottles will be treated with chlorine (T9205).

17. If there are more than 8 spare tyres imported with any vehicle an Import Permit will be required, refer to the ICON commodity ‘Tyres and retreads (including oversize tyres) - Used and not on rims’ or ‘Tyres and retreads (including oversize tyres) - Used and on rims’.

Note: Importers should be aware that all costs associated with quarantine inspections, storage of goods, or treatments as directed by AQIS, will be at the importer’s expense.

Condition  C10044

Cracked tyres have the risk of containing quarantine risk material (QRM). It is the importers responsibility to ensure that tyres are imported free from QRM and if contamination is found appropriate actions (remedial cleaning or possible re-export) will be required. This requirement applies to all used tyres imported either on machines or loose.

 

Condition  C10024

AQIS Offshore Inspections

1.      For the importation of large consignments of used vehicles such as rally cars, AQIS offers an offshore inspection service.

2.      AQIS offshore inspection services are designed to significantly minimise the quarantine clearance regime for large consignments on arrival in Australia.

3.      An offshore inspection provides the importer with an opportunity to correct any potential problems and ensure that the vehicle is in compliance with AQIS cleaning standards prior to arrival in Australia.

4.      An offshore inspection does not automatically clear goods on arrival in Australia. AQIS will conduct a verification inspection on arrival to ensure that all AQIS seals are intact. AQIS reserves the right to perform on arrival inspections or further follow-up inspections including being present at the place of unpack or unloading.

5.      The requesting importer pays all costs that are associated with an offshore inspection. Importers wishing to pursue this option must allow sufficient time (6 weeks) to discuss approval and logistics with AQIS prior to shipment into Australia.

Condition  C9784

Customs/Road Transport Conditions

1.      This commodity may be subject to controls and restrictions imposed by other regulatory organisations such as the Australian Government Department of the Environment and Heritage, State Environmental Protection Authorities and State and Territory Departments of Agriculture.

2.      It is the importer’s responsibility to identify and to ensure it has complied with, all requirements of any other regulatory and advisory bodies prior to and after importation.

AQIS minimum documentary requirements to support assessment of all documentation 

All documentation presented to AQIS as part of the import process must meet the requirements of the Minimum Documentary Requirements Policy. These requirements include:

  1. Overarching Requirements (e.g. legible, in English, signed, dated, linked to the consignment);
  2. Document Format Requirements (e.g. as per nationally accepted practice and standards, or on company letterhead); and
  3. Prescribed Information Requirements (e.g. treatment certificates must include a description of the goods/packaging treated)

AQIS information requirements to support assessment of non-commodity concerns associated with imported cargo

All documentation presented to AQIS to assist in determining the level of quarantine risk posed by transportation pathways and packaging must meet the requirements of the Non-Commodity Information Requirements Policy. These requirements address:

  1. Container cleanliness;
  2. Packaging concerns (e.g. presence of timber or prohibited packaging material); and
  3. Destination concerns (e.g. destined for a rural unpack location).

This is one teaspoon (5g) of chlorine per 25 litres of water.

Procedures for Disinfecting Machinery and Similar Goods

If faecal material is detected the machinery/goods will require a further disinfection treatment with an AQIS approved disinfectant such as Virkon S.

The faecal material should be removed and destroyed. Treat the surface of the goods where the faecal material was removed with a disinfectant such as Virkon as per manufacturer's directions.

In times of a disease out break emergency, consult with the AQIS Brisbane, National Machinery Co-ordination Centre for alternative sources of information in relation to specific diseases.

Steam cleaning (T9914) is an acceptable method of removing disinfectants and contamination.

Notes:

  1. Some disinfectants may cause damage to some metals such as aluminium, chrome and similar alloys. The owner or agent must be warned of any possible damage to surfaces or electrical components from any treatments. The owner or agent must agree to the treatment before it is applied. Disinfectants should be used as per manufacturer's directions and where corrosion or discolouring is of concern, washed off after use.
  2. Care must be taken when applying the disinfectant to ensure that the surface or any electrical components are not damaged. The first application should be on a small, less exposed area and should be checked for damage such as paint tainting (colour change), smearing or bubbling before the disinfectant is applied to the rest of the item.
  3. Any damage to goods from disinfection procedures should be reported to the AQIS Brisbane, National Machinery Co-ordination Centre.
  4. Protective clothing including boots, safety glasses and gloves (preferably disposable) should be worn when handling any chemical disinfectant used for decontamination. Particular care must be taken to avoid contact with skin or eyes, and inhalation of fumes or powders.
  5. Acid and alkaline based disinfectants must not be mixed.
Treatment  T9984

Residual Pyrethroid Surface Spray

The surface to be treated must have no free water droplets on it. The insecticidal spray must be applied to the surface to be treated so that the insecticide is forming small beads and up to but not past the stage where droplets start to run together and run off vertical surfaces.

The spray must be completely dried before the goods are released. Treatment must be carried out in the presence of a quarantine officer.

Residual pyrethroid surface spray can be purchased at supermarkets and similar outlets.

Import Permit Fee  IPF0002

Import Permit Fees (where applicable) – Category 1

This commodity is classified as a Category 1 assessment for the purposes of determining the Import Permit fee rate that applies. The fee rate is $40.00 per assessable item in addition to the electronic lodgement fee of $85.00 or the manual lodgement fee of $150.00 applies.

Note that the fee for the lodgement and assessment of an ePermit application is $125.00.

An assessable item means an item identified on an Import Permit application as consisting of goods of a class imported, or to be imported, from a particular country for a particular use.
