The information here covers AQIS quarantine requirements only and is current on the date of transmission but may change without notice. It is the importer’s responsibility to verify the accuracy and completeness of the information at the time of importation.

It is the importer’s responsibility to identify and to ensure it has complied with, all requirements of any other regulatory and advisory bodies prior to and after importation including the Australian Customs Service, Therapeutic Goods Administration, Department of Health and Ageing, Department of the Environment, Water, Heritage and the Arts, Australian Pesticides & Veterinary Medicines Authority and any State agencies such as Departments of Agriculture and Health and Environmental Protection authorities.

Importers should note that this list is not exhaustive. Importers should also note that all foods imported into Australia must comply with the provisions of the Imported Food Control Act 1992 , an Act which is administered by AQIS.

Notification of the import must be provided to AQIS for all imported goods other than goods imported as accompanied baggage or goods imported via the mail and not prescribed under the Customs Act 1901. Notification must be consistent with Quarantine Regulations 2000 (examples include a Quarantine Entry or a Quarantine declaration).

Notice to AQIS Staff and Seed Importing Industry – 4th May 2010

Revised import conditions for periwinkle (Catharanthus roseus) seed and nursery stock imports

Biosecurity Australia has provided advice that imported periwinkle seed and nursery stock pose an unacceptably high level of quarantine risk due to the possible introduction of ‘Candidatus Liberibacter asiaticus’ – a serious pathogen of Citrus spp. known as Citrus greening or huanglongbing (HLB). 

Pending legislative amendment to implement the advice provided by Biosecurity Australia, interim measures will be put in place to mitigate the risk of the introduction of Candidatus Liberibacter asiaticus into Australia

Nursery Stock

Given the unacceptably high level of quarantine risk identified nursery stock conditions are currently being reviewed by Biosecurity Australia. Importation of periwinkle nursery stock is therefore suspended pending the determination of the new conditions.

Seed

Based on Biosecurity Australia advice all periwinkle seed imported into Australia will be ordered into quarantine. The imported periwinkle seed may be released from quarantine once the seed is treated by AQIS (see below) to address the risk that the periwinkle seed will introduce Candidatus Liberibacter asiaticus into Australia.

Seed Treatment

All seed must be treated at a Quarantine Approved Premises in accordance with the following:

- Surface sterilised in a solution of 1% sodium hypochlorite (1% available chlorine) for not less than 10 minutes; AND

-  Immersed in hot water at 50ºC for not less than 20 minutes.
